Associate Director - Human Resources and Administration


 The Accounting and Financial Reporting Council (AFRC), formerly known as the Financial Reporting Council (FRC), was established in December 2006 under the Financial Reporting Council Ordinance. Talents are invited for the positions of Associate Director - Human Resources and Administration . Reporting to the Director of Finance and Administration, the incumbent leads all aspects of the operations of the Finance and Administration department.

Role
As a section head with in-depth knowledge and experience in HR activities areas, leads the HR and Administration section and manages the overall end-to-end process and ensure a smooth delivery.
Key Responsibilities
Leads the Human Resources and Administration section and drives the team operational efficiency.
Drives key strategic people & culture initiatives to support the organizational growth.
Formulates and reviews HR and Administration policies and procedures in alignment with the AFRC's direction and applicable regulatory requirements.
Provides HR advice and communicates with all levels of staff in relation to HR and Administration policies, procedures, and organizational changes.
Drives and implements the annual recruitment and manpower planning.
Manages staff performance review processes and identifies staff training needs as well as organizes training programs.
Plans strategies to review and enhance staff benefits and wellbeing programs.
Implements and manages the new HRMS.
Develops and provides HR analytics studies for strategic planning and management’s.

Job Accountabilities at this Level
Leads team towards achieving team objectives and plans, exercising independent judgement based on analysis of multiple sources of information.
Communicates and explains internally/externally on complex and/or sensitive information.
Works independently and diplomatically; minimal guidance.

Qualification Requirements
Academic Requirement: Bachelor’s Degree preferred in HR related subjects.
Solid HR and Administration Management background.
Post-qualification experience of 10 years or above.
Proactive and being a good team player with a strong sense of responsibility.
Well-organised, meticulous and results-oriented.
Able to work independently and handle multiple tasks as well as meet tight deadlines.
Excellent command of written and spoken English and Chinese.
Strong interpersonal and communication skills.
